I call it the 3As, Air Toxics, Air Quality, and Air Permits. Some of what matters is whether (a) the air toxics emitted cause cancer, (b) the air quality impacts are legal, and (c) the facility operates within legal permits. It takes experience to know what to look for and a history of understanding air toxics impacts on cancer.
